NK Tools – Part 4 Permit Data and Permit Files

An air quality permit can be a very complex document. Many operational limitations represented in the permit can be very straightforward while others can be nuanced. If you are trying to develop a permitting strategy, accurately represent the permit limitations, or determine if a permit representation is accurate, you need access to the source documents and data extracted from the documents. For air quality permits in Texas, permit files are accessible through the Central File Room Online web application, provided you know exactly which eight inputs go into the online form and are willing to re-enter eight most of the same values if your search criteria change even the slightest bit.

If you are performing a cumulative NAAQS analysis and need permitted emission rates and source parameters for hundreds of sources located at multiple regulated sites, for sites in Texas, you can request the data from TCEQ. The data provided, depending upon the pollutant, will include emission rates associated with maintenance, start-up, and shutdown (MSS) activities which are typically many times higher than rates for normal operations. You won’t know if they are MSS rates since you are getting a canned report from the agency database.

Having easy access to the permit files and permit data provides a more complete and accurate picture of how a site is permitted. NaviKnow Tools provide that ease of access.
